The Village of Riverside requires that all building and construction projects (including alterations, repairs and demolitions) that cost more than $500 obtain a building permit prior to work beginning.
When the work being done is cosmetic only, permits are not required. This includes painting, carpeting, tile work, refinishing hardwood floors, and sealing driveways.
Please contact the Community Development Department if you are uncertain as to whether a permit is required for a particular project.
Property maintenance is handled through the Community Development Department. You must contact the department either in person or by calling 708-447-1241. The address of the property and a brief description of the issue to be addressed must be included in any report filed.
No. Because of liability, the Village cannot make recommendations of any type. You are encouraged to “shop around” and hire whatever contractor you see fit. Contractors that are not already licensed to work within the village can become so after providing the required insurance information.
The Community Development Department maintains a file of resident comments and complaints about contractors, and this file is available for public viewing during business hours: Monday through Friday, from 8 a.m. - 5 p.m. (We encourage you to submit either complements or complaints to our file if you like.)
We are able to tell you if any contractors are licensed with us, however please understand that this is not a recommendation of any type. We would merely be letting you know if their insurance information is on file and up to date.
To become licensed, contractors must fill out our contractor’s license application form. They must also provide a certificate of insurance showing general liability and proof of workman’s compensation (if they are required by state law to carry it). They must also provide a $10,000 surety bond in the name of the Village of Riverside. There is a $100 fee for a contractor’s license, and they are valid for one year from the date of issue.
To apply for a building permit, you will need a building permit application form and a copy of your SIGNED contract with the contractor doing the work. You also need to sign and submit the minimum requirement sheet (two pages). Any job that will affect the “bird’s eye view” of your lot (deck, sidewalk, fence, addition, garage, etc.) will also require a copy of your Plat of Survey with the proposed changes drawn in to scale. For large jobs where plans must be submitted (additions, new constructions, renovations, etc) we require 3 copies of plans stamped by the architect. Any new construction or addition larger than 400 square feet requires a topographical survey of both existing and proposed drainage conditions.
Yes you do. The application process is the same as above, except you will need to fill out a homeowner waiver. This is a one page form that basically states that you are doing the work yourself and agree to abide by all current building codes, and that if you fail any inspections repeatedly you will hire a contractor to finish the job if necessary.
Once your job is complete, call the Community Development Department at 708-447-1241 to set up a final inspection. This is particularly important, as it allows us to close our files on your permit.
There are a number of severe weather hazards that may affect Riverside, including thunderstorms, tornadoes, lightning, floods and flash floods, damaging winds and large hail. Severe weather hazards have the potential to cause extensive property damage, injury and/or death. Severe weather may occur anytime, but severe weather is more prevalent in the spring and summer months. It is important to be prepared for these severe weather threats.
You should know some terms used to describe weather threats:Severe Thunderstorm Watch - Severe thunderstorms are possible. Be prepared to take shelter.Severe Thunderstorm Warning - Severe thunderstorms are occurring. Take shelter. Turn on a battery-operated radio to receive warnings and severe weather statements.Tornado Watch - Tornadoes are possible. Watch the sky and listen to the radio or television for more information. Be prepared to take shelter. If you see any rotating funnel-shaped clouds, report them immediately by calling 9-1-1.Tornado Warning - A tornado has been sighted or indicated by weather radar. Take shelter immediately. Turn on a battery-operated radio or television and wait for updated information for your area.Flood Watch - Flooding or flash flooding is possible. Listen to radio or television for additional information.Flood Warning - Flooding is occurring or will occur soon. If advised to evacuate, do so immediately.Flash Flood Warning - A flash flood is occurring or is imminent. Move to higher ground immediately. Flash floods develop MUCH quicker than river floods.Flood Statement - Minor flooding of creeks and streams, streets, low-lying areas or basement flooding is occurring or is imminent.Tornado Siren The Village of Riverside operates a tornado siren located near the Historic Water Tower. In the event a tornado has been sighted that threatens the Village of Riverside, the siren will be activated. Once the siren activates, take cover immediately. An “All –Clear” signal is not sounded, but if another event threatens, the siren will be re-sounded. The siren is tested on the first Tuesday of each month at 10:00AM.
Assessing After Severe Weather After a severe storm or tornado strikes, the Riverside Fire, Police and Public Works Departments will assess the damage as quickly as possible. Roads that are blocked will be cleared as necessary by the Public Works and Fire Departments. Other hazards will be evaluated and the Village will take actions to protect Riverside residents.
Please stay clear of hazards, particularly downed power lines. If you find wires down on the ground, call 911 and keep everyone away. If your power is out, call ComEd at 1-800-EDISON1. If you can call from the address where the power is out, that will help. Please do not call 911 to report a power outage. Unfortunately, the Village is unable to report individual outages and often does not have significant information concerning the predicted duration of the outage.
Flooding Flooding has occurred regularly in the area of the Des Plaines River. The Village monitors the river levels and works to advise residents in the potential flood area when conditions warrant. If you are in an area that typically floods, watch the Village Website and Network 6 for information, including parking restrictions and designated remote parking.

The Riverside Fire Department has made available "My Medical Information” packets for our residents. The “My Medical Information” packet is designed to speak for you when you can't speak for yourself. The packet contains important medical information that can assist emergency personnel in administering the proper medical treatment. The packet is also a useful way to bring all your pertinent medical information to any of your doctor appointments.
The “My medical Information” packet will inform medical personnel of your name, age, DOB, emergency contact information to get a hold of your family, your doctors name, what medications you are taking, any allergies you may have and your medical condition. You may also wish to place any other information about the medical care you wish to have inside the packet as well. An Emergency Outdoor Warning Siren System is an all-hazards siren system used to warn the general population of potential danger. During an emergency, the sirens will be activated for 3 minutes.
What Do the Sirens Mean? Alert: A single tone signifying an emergency alert. This signal may be used to inform the community of an emergency or disaster, including a severe storm, tornado warning (not a tornado watch), earthquake, chemical hazard/hazardous material incident, extreme winds, or biological hazard.All Clear: Riverside does not use an All Clear signal. Tune in to your local news agencies and listen for notification from city officials regarding the emergency.Siren Test Times Sirens are tested on the first Tuesday of each month at 10 a.m.

The typical wait time for a residential parking space is 2 - 4 months. You will be called when a space is available.

Sticker/tag purchases can be made 4 ways: - Bringing in the renewal form and payment to the Village Hall Monday - Friday, 8 a.m. - 5 p.m.- Dropping off renewal form with payment in the silver drop box located outside of the Village Hall (stickers will again be mailed back to you)- Mailing in renewal form with payment (stickers will be mailed back to you) - Online renewal for most vehicles
As of June 1, 2017 the water rate is $9.57 and sewer rate is $1.79 for a total of $11.36 per unit. A unit of water is equal to 100 cubic feet or 748 gallons. A minimum bill equal to 5 units or $56.80 is in effect.
Your water bill is broken down as follows:
- Water purchases covers actual water cost
- Water operations covers cost of operating the water distribution system
- Water capital covers costs of capital improvements such as water line replacements and improvements to the distribution and storage systems
- Sewer operations covers the cost of operating the waste water system
- Sewer capital covers the cost of capital improvements such as line replacements and major repairs
Utility bills are computed based on water usage for a 2 month period. Usage is billed in units of 100 cubic feet, equal to 748 gallons of water. If concerned about a high usage reading, first check for a dripping faucet or running toilet. Also check the meter for movement when no water is being used.
The easiest and quickest way to do this is to take a reading before leaving and upon returning to the house. A period of at least 2 hours should be enough to verify if you have a problem.
